We are on the verge of a revolution in public sector decision-making processes, where computers will take over many of the governance tasks previously assigned to human bureaucrats. Governance decisions based on algorithmic information processing are increasing in numbers and scope, contributing to decisions that impact the lives of individual citizens. While significant attention in the recent few years has been devoted to normative discussions on fairness, accountability, and transparency related to algorithmic decision-making based on artificial intelligence, less is known (...) about citizens’ considered views on this issue. To put society in-the-loop, a Deliberative Poll was thus carried out on the topic of using artificial intelligence in the public sector, as a form of in-depth public consultation. The three use cases that were selected for deliberation were refugee reallocation, a welfare-to-work program, and parole. A key finding was that after having acquired more knowledge about the concrete use cases, participants were overall more supportive of using artificial intelligence in the decision processes. The event was set up with a pretest/post-test control group experimental design, and as such, the results offer experimental evidence to extant observational studies showing positive associations between knowledge and support for using artificial intelligence. In statistics, there are two main paradigms: classical and Bayesian statistics. The purpose of this article is to investigate the extent to which classicists and Bayesians can agree. My conclusion is that, in certain situations, they cannot. The upshot is that, if we assume that the classicist is not allowed to have a higher degree of belief in a null hypothesis after he has rejected it than before, then he has to either have trivial or incoherent credences to begin with (...) or fail to update his credences by conditionalization. Many expressions intuitively have different epistemic and modal profiles. For example, co-referring proper names are substitutable salva veritate in modal contexts but not in belief-contexts. Two-dimensional semantics, according to which terms have both a so-called primary and a secondary intension, is a framework that promises to accommodate and explain these diverging intuitions. The framework can be applied to indexicals, proper names or predicates. Graeme Forbes argues that the two-dimensional semantics of David Chalmers fails to account for so-called nested contexts. These (...) are linguistic contexts where a sentence is embedded under both epistemic and modal operators. Chalmers and Rabern suggest a two-dimensional solution to the problem. Their semantics solves the nesting-problem, but at the cost of invalidating certain plausible principles. We suggest a solution that is both simpler and avoids this cost. (shrink)

With his new riddle of induction, Goodman raised a problem for enumerative induction which many have taken to show that only some ‘natural’ properties can be used for making inductive inferences. Arguably, however, (i) enumerative induction is not a method that scientists use for making inductive inferences in the first place. Moreover, it seems at first sight that (ii) Goodman’s problem does not affect the method that scientists actually use for making such inferences—namely, classical statistics. Taken together, this would indicate (...) that (iii) ‘naturalness’ is not such a relevant concept for the problem of induction, after all. I have no objections against (i) and (iii). But, contrary to (ii), I argue that classical statistics does face a version of Goodman’s problem, which I call the statistical riddle of induction. Given that his problem merely is an instance of the more general problem of underdetermination, this is hardly surprising. Perhaps more importantly, I also show how my riddle can be used for exposing a common fallacy in probabilistic reasoning, without relying on Bayesian assumptions. (shrink)

Contemporary decision theory places crucial emphasis on a family of mathematical results called representation theorems, which relate criteria for evaluating the available options to axioms pertaining to the decision-maker’s preferences. Various claims have been made concerning the reasons for the importance of these results. The goal of this article is to assess their semantic role: representation theorems are purported to provide definitions of the decision-theoretic concepts involved in the evaluation criteria. In this comment-response Mikael Lindfelt makes some suggestions to how one could develop the argument for witnessing as experiencing meaningfulness in life as put forward by Nicole Note and Emilie Van Deale. While being positive to the main phenomenological approach, and especially the dialectical relational aspect of the phenomenological argument, Lindfelt uses Alain Badiou’s talk of Event in trying both to develop the phenomenological argument and to point out some idealistic tendencies in the line of the argument. Lindfelt suggests (...) that the aspect of uniqueness in the relational experience of the other should be taken to more radically than suggested by Note and Van Deale. By pointing out the dialectical fragility of the Event of witnessing Lindfelt is arguing for that the concept of respect could be more utilized in arguing for the experience of meaning seen as a gift. In _On Empirically Equivalent Systems of the World_ from 1975, Quine formulated a thesis of underdetermination roughly to the effect that every scientific theory has an empirically equivalent but logically incompatible rival, one that cannot be discarded merely as a terminological variant of the former. For Quine, the truth of this thesis was an open question. If true, some would argue that it undermines any belief in scientific theories that is based purely on their empirical success. But despite its potential (...) significance, surprisingly little has been done by way of establishing or refuting it. My aim is to establish the thesis for as large a class of theories as possible. Under various precisifications of the concepts involved, I show that it holds for all consistent and recursively axiomatizable theories that postulate infinitely many theoretical entities. (shrink)

The main purpose of this paper is to investigate various notions of empirical equivalence in relation to the two main arguments for realism in the philosophy of science, namely the no-miracles argument and the indispensability argument. According to realism, one should believe in the existence of the theoretical entities postulated by empirically adequate theories. According to the no-miracles argument, one should do so because truth is the the best explanation of empirical adequacy. According to the indispensability argument, one should do (...) so because the theoretical terms employed in the formulation of an empirically adequate theory are practically indispensable for the formulation of its empirical content. The no-miracles argument might be refuted if one can establish an underdetermination thesis to the effect that every theory has empirically equivalent rivals that are incompatible with each other. Insofar as truth cannot explain the empirical adequacy of two incompatible theories, there is an obvious conflict between the underdetermination thesis and the no-miracles argument. I show that, under certain assumptions, some but not all notions of empirical equivalence support the underdetermination thesis. The indispensability argument might be refuted if one can establish a dispensability thesis to the effect that, for any theory with a practical formulation, there is an empirically equivalent theory with a practical formulation in purely empirical terms. When it comes to Kripke-style semantics for quantified modal logic, there’s a choice to be made concerning the interpretation of the quantifiers. The simple approach is to let quantifiers range over all possible objects, not just objects existing in the world of evaluation, and use a special predicate to make claims about existence. This is the constant domain approach. The more complicated approach is to assign a domain of objects to each world. This is the varying domain approach. Assuming that (...) all terms denote, the semantics of predication on the constant domain approach is obvious: either the denoted object has the denoted property in the world of evaluation, or it hasn’t. On the varying domain approach, there’s a third possibility: the object in question doesn’t exist. Terms may denote objects not included in the domain of the world of evaluation. The question is whether an atomic formula then should be evaluated as true or false, or if its truth value should be undefined. This question, however, cannot be answered in isolation. The consequences of one’s choice depends on the interpretation of molecular formulas. Should the negation of a formula whose truth value is undefined also be undefined? What about conjunction, universal quantification and necessitation? The main contribution of this paper is to identify two partial semantics for logical operators, a weak and a strong one, which uniquely satisfy a list of reasonable constraints. I also show that, provided that the point of using varying domains is to be able to make certain true claims about existence without using any existence predicate, this result yields two possible partial semantics for quantified modal logic with varying domains. In what sense, and to what extent, do rules of inference determine the meaning of logical constants? Motivated by the principle of charity, a natural constraint on the interpretation of logical constants is to make the rules of inference come out sound. But, as Carnap observed, although this constraint does rule out some non-standard interpretations, it does not rule them all out. This is known as Carnap’s problem. I suggest that a charitable interpretation of the logical constants should, as far (...) as possible, make the rules of inference both sound and complete, and I show how this idea can be brought to bear on a successful solution to Carnap’s problem in the case of classical propositional logic, as well as classical first-order logic. In fact, the solution generalizes to any logic whose rules of inference are sound and complete with respect to a bivalent semantics that is classical with respect to negation. (shrink)

The aim of this paper is to strike a blow for the relevance of the debasing demon originally summoned by Jonathan Schaffer. I do so by, first, defending this skeptical hypothesis against critics and, second, by noting important similarities between the workings of this demon and implicit bias. Along the way, I elucidate the structure of this skeptical argument by comparing it to other better-known skeptical arguments. I also clarify the kinds of access the debasing skeptical scenario, as well as (...) some of the replies, operate with. Apart from being interesting in its own right as a different skeptical challenge, the debasing demon raises important issues regarding bias, as I will show by using an example from epistemic decolonialization. abstract Individuals tend to change their behaviour as a response to insurance. Such behavioural responses to insurance are commonly seen as ethically and morally problematic. This is especially true of effects on behaviour from social insurance. These effects have been seen as an ethical problem, associated with irresponsibility, fraud and an immoral character. This article discusses the relevance of four different types of reasons for claims that behavioural responses to social insurance are immoral. These reasons are independent reasons con‐tract related (...) reasons reasons related to fraud and reasons related to justice. I argue that reasons related to justice are most relevant, but that this type of reason does not render the individual morally blameworthy. Hence, insofar as behavioural responses to social insurance are an ethical problem it is a problem that concerns the institution, i.e. what incentives social insurance exhibits, rather than the individual, i.e. the morality of the individual responding to it. Insofar as behavioural responses to social insurance are an ethical problem it is a problem for political philosophy rather than individual ethics. (shrink)

This paper provides a survey of contemporary religious naturalism. It presents reductive and non‐reductive versions of religious naturalism, and some arguments in favour of this naturalistic perspective. Finally, it discusses three crucial demarcation issues that contemporary religious naturalism faces.

Law and the Formation of Modern Europe explores processes of legal construction in both the national and supranational domains, and it provides an overview of the modern European legal order. A classicist, philosopher, and poet, Poul Martin Møller was an important figure in the Danish Golden Age. The traumatic event of the death of his wife led him to think more profoundly about the question of the immortality of the soul. In 1837 he published his most important philosophical treatise, "Thoughts on the Possibility of Proofs of Human Immortality," presented here in English for the first time. It was read and commented upon by the leading figures of the Golden (...) Age, such as Søren Kierkegaard. Some realists claim that theoretical entities like numbers and electrons are indispensable for describing the empirical world. Motivated by the meta-ontology of Quine, I take this claim to imply that, for some first-order theory T and formula δ(x) such that T ⊢ ∃xδ ∧ ∃x¬δ, where δ(x) is intended to apply to all and only empirical entities, there is no first-order theory T′ such that (a) T and T′ describe the δ:s in the same way, (b) T′ ⊢ ∀xδ, and (...) (c) T′ is at least as attractive as T in terms of other theoretical virtues. In an attempt to refute the realist claim, I try to solve the general problem of nominalizing T (with respect to δ), namely to find a theory T′ satisfying conditions (a)–(c) under various precisifications thereof. In particular, I note that condition (a) can be understood either in terms of syntactic or semantic equivalence, where the latter is strictly stronger than the former. The results are somewhat mixed. On the positive side, even under the stronger precisification of (a), I establish that (1) if the vocabulary of T is finite, a nominalizing theory can always be found that is recursive if T is, and (2) if T postulates infinitely many δ:s, a nominalizing theory can always be found that is no more computationally complex than T. On the negative side, even under the weaker precisification of (a), I establish that (3) certain finite theories cannot be nominalized by a finite theory. (shrink)

The aim of this paper is to provide a case for the double-halfer position in the sleeping beauty. This case relies on the use of the so-called imaging rule for probabilistic dynamics as a substitute for conditionalization. It is argued that the imaging rule is the appropriate one for dealing with belief change in sleeping beauty and that under natural assumptions, this rule results in the double-halfer position.

Large-scale transnational land acquisition of agricultural land in the global south by rich corporations or countries raises challenging normative questions. In this article, the author critically examines and advocates a human rights approach to these questions. Mutually reinforcing, policies, governance and practice promote equitable and secure land tenure that in turn, strengthens other human rights, such as to employment, livelihood and food. Human rights therefore provide standards for evaluating processes and outcomes of transnational land acquisitions and, thus, for determining whether (...) they are ethically unacceptable land grabs. A variety of recent policy initiatives on the issue have evoked human rights, most centrally through the consultation and negotiation of the Voluntary Guidelines on the Responsible Governance of Tenure of Land, Fisheries and Forests concluded in 2012. However, a case of transnational land appropriation illustrates weak host and investor state enforcement of human rights, leaving the parties to in interaction with local groups in charge of protecting human rights. Generally, we have so far seen limited direct application of human rights by states in their governance of transnational land acquisition. Normative responses to transnational land acquisition—codes of conduct, principles of responsible agricultural investment or voluntary guidelines—do not in themselves secure necessary action and change. Applying human rights approaches one must therefore also analyze the material conditions, power relations and political processes that determine whether and how women and men can secure the human rights accountability of the corporations and governments that promote large-scale, transnational land acquisition in the global south. In lieu of an abstract, here is a brief excerpt of the content:Epistemic Leaks and Epistemic Meltdowns: A Response to William Morris on Scepticism with Regard to Reason Mikael M. Karlsson I. In an excellent paper which appeared in the April, 1989 issue of this journal,2 William Morris attemptsto demonstrate thatthe arguments which make up Hume's notorious chapter, "Of scepticism with regard to reason, are, in the first place, coherent—both internally and with the overall strategy of the Treatise—and, in (...) the second place, successful. Morris' paper is an exercise in the noble art of what I style constructive exegesis, an enterprise to which many readers of Hume Studies, and myself as much as any, are committed. It is a guiding principle ofthis art that we donotunderstandaphilosophical textuntil we can interpret it in such a way as to render it both coherent and correct. From this point ofview, coherence and correctness are not as independent of one another as they may seem to be to others who are differently committed. Some texts, such as Hume's chapter, "Ofscepticism with regard to reason," are notoriously resistant to constructive exegesis, despite the formidable bag of tricks which scholars and interpreters have developed; so resistant, that in gloomier moments we may be brought to wonder about our interpretative enterprise itself. Constructive exegesis is indeed a strange, and peculiarly optimistic, enterprise. Someday, I imagine, in a leisurely moment, I will think more reflectively about the principles ofour art. But not now.6 As a fellow practitioner of constructive exegesis, I am in full sympathy with what Morris tries to do in his paper; and I think that he does contribute substantially to our understanding of what Hume is up to in the chapter, "Ofscepticism with regard to reason." The third section of Morris' paper is, in my judgement, particularly successful in showing how Hume's chapter fits into the larger framework of the Treatise: Hume is, we see, attacking both what Morris labels "intellectualist rationalism" and its counterpart, which we may call 'unmitigated scepticism', although the chapter's two main arguments go primarily to the former. I also think that Morris gives very helpful, Volume XVI Number 2 121 MIKAEL M. KARLSSON and to my mind accurate, accounts of these two arguments, which I dub, respectively, the epistemic leak argument, and the epistemic meltdown argument. However, I have personally never found either of these arguments remotely convincing; and I still do not, despite Morris' clarification and defense. In what follows, I shall indicate some ofthe reasons for my dissatisfaction.?. Theepistemicleakargumentpurportsto"prove"(in Hume's sense)that reason or demonstration cannot support knowledge. Morris rightlyreminds us that whatHume meansby knowledge is perfect assurance or conviction: Knowledge is, in short, subjective certainty. This has caused confusion, for this is not what we usually mean nowadays by knowledge; nor was it what people, philosophers included, generally meant prior to Descartes. In Hume itis the product ofthe attempttoresolve all epistemic statesintomental eventsorwhat he calls "perceptions." In any case, we must—as Morris rightly explains—be clear that the epistemic leak argument is aimed at showing that demonstration cannot supportperfect conviction. Inoutline, the argumentissimple: Itworks, asMorrismakes clear, by shifting attention away from the subject-matter or "objects" of demonstration, that is, relations of ideas, to the exercise of demonstrative reason by human agents. The necessity of relations of ideas may suggest to us that we can be certain about them. Against this, one may point out that people do err in the conclusions arrived at by demonstration; this presumably shows that our (rational) understandingis fallible. And once we recognize this, our confidence in any conclusion produced by exercising this facultyislessened—thus do we move from knowledge, or subjective certainty, toprobability: belief, or imperfect conviction. Arguments ofthis general type (we can call them, using Descartes' famous figure, Totten-apple arguments ) were around long before Hume, although they were more commonly directed against the senses than against reason. We find them in antiquity—in Plato and Sextus Empiricus, for instance —and in Descartes, in parallel passages in the Discourse on Method, the First Meditation and the Principles of Philosophy, wherein one can discern a version directed precisely against reason and demonstration.12 To find out what, if anything, Hume has... In this article, I offer a critical evaluation of non-reductive physicalism as articulated and defended by Nancey Murphy. I argue that the examples given by Murphy do not illustrate robust emergence and the philosophical idea of downward causation. The thesis of multiple realizability is ontologically neutral, and so cannot support the idea of the causal efficacy of higher-level properties. Supervenience is incompatible with strong emergence. I also argue for the fruitful relationship between emergence theory and panpsychism pertaining to the metaphysical (...) issue of the origin and nature of mind. (shrink)

Arguably, the proposition that Mark Twain is Samuel Clemens and the proposition that water is H2O are both a posteriori. Nevertheless, they both seem to be necessary. Ever since Davies and Humberstone :1–31, 1980), it has been known that two-dimensional semantics can account for this fact. But two-dimensionalism isn’t the only theory on the market that purports to do so. In this paper, I will look at two alternatives, one by Scott Soames and one by Kathrin Glüer-Pagin and Peter Pagin, (...) and argue that both of them fail. Regarding the former, I argue that the conceptually possible but metaphysically impossible worlds one is required to postulate are hard to conceive of on closer inspection. As for the latter, the proposal doesn’t work for certain modal sentences, and I show that it cannot be easily amended. (shrink)

What is to be learned from the chaotic downfall of the Weimar Republic and the erosion of European liberal statehood in the interwar period vis-a-vis the ongoing European crisis? This book analyses and explains the recurrent emergence of crises in European societies. It asks how previous crises can inform our understanding of the present crisis. The particular perspective advanced is that these crises not only are economic and social crises, but must also be understood as crises of public power, order (...) and authority. In other words, it argues that substantial challenges to the functional and normative setup of democracy and the rule of law were central to the emergence and the unfolding of these crises. The book draws on and adds to the rich ’crises literature’ developed within the critical theory tradition to outline a conceptual framework for understanding what societal crises are. The central idea is that societal crises represent a discrepancy between the unfolding of social processes and the institutional frameworks that have been established to normatively stabilize such processes. The crises at issue emerged in periods characterized by strong social, economic and technological transformations as well as situations of political upheaval. As such, the crises represented moments where the existing functional and normative grid of society, as embodied in notions of public order and authority, were severely challenged and in many instances undermined.
